O.P. Not all contacts available for floatinng contact feature

For some reason I can't activate all contacts for floating. Some of them have the option greyed out.

Are these contacts 'Non-Instant Messaging Contacts'? What other properties do they have?

no they are regular msn-messenger online contacts and i just found out that it's not only the floating contact feature that doesn't work. On some contacts none of the available MPL features are enabled.

A screenshot below.

First i thought it might be the client version of my contacts but some of them use the same version of WLM as I do.
