No... wrong conclussion... PLSC files are script packs which are to be installed into Messenger Plus!

The reason why you get that error is because Messenger Plus! Live wasn't installed properly so Windows can't find it to start the .PLSC file with it.

There are also two main versions/branches for Messenger Plus!:
You have
Messenger Plus! 3 and
Messenger Plus! Live (=version 4).
Messenger Plus! 3 is compatible with Windows Messenger 4 and 5, and MSN Messenger 7.x.
Messenger Plus! Live is only compatible with Windows Live Messenger (=MSN Messenger 8 if you will)
If you are using MSN Messenger 7.x you can not use Messenger Plus! Live, but you'll need
Messenger Plus! 3 which can be downloaded from
here.
Note that
scripts are only possible in Messenger Plus! Live. With Messenger Plus! 3 you can have
plugins, which are quite different than scripts.
There is also a Hopper plugin for Messenger Plus! 3. See

Also note: Messenger Plus! is an addon. It is not a replacement for Messenger; it is a tool which need to be installed 'on top' of Messenger. You still would be using and chatting with Messenger. Messenger Plus! adds some new functions to Messenger (like scripting).

As for the Hopper plugin (or script), it will not automatically bring the chat window in front on your contact's computer. This is impossible to do for any plugin/addon since you can not control what other people have installed or do on their computer (breach of privacy).
However, Hopper will show some toasts on your contact's computer which could catch your contact's attention...
