Well I don't think there is a set time to becoming a man, Piaget would say that you can't become a man unless you're in the formal stage (I don't think it's that simple), but if we're talking about maturity then children have more than proved themselves, for example the child genious who's already done his GCSEs and he's 9, he's not a man because of his age but he's more mature than most men (he's also a complete and utter loser, but let's not go into that).
Personally, I think it's when you look like a man, period. That's when other people will start seeing you as a man at least.
