not a good idea to do this. This means that when any of those hosts ever changes IP your Messenger will not work again. Even if 65.54.239.80 is running the right service, it's still not a good idea to directly connect to it because messenger.hotmail.com/dp.msnmessenger.akadns.net will lead to a loadbalancer that will automatically connect you with a working server. 65.54.239.80 is just 1 machine, because of that the risk of the service being down is much higher.
I suggest you take a look at that same hosts file and
delete any reference to messenger.hotmail.com/dp.msnmessenger.akadns.net and other Messenger hosts. Most likely some software is blocking Messenger from connecting to the internet. Check antivirus/firewall software and Windows' own firewall settings.
