im haveing problems logging into my messenger.. it keeps telling me that it is unable to sign into .net messenger possibly because of a problem with service

First off, please mention the version of Messenger you are using.
If you are using Windows Live Messenger, have you tried to check the connection?
You can do it by navigating to Tools/Options.../Connection.

under tools / connection it tells me that im not currently connected into .net messenger service.   how do i get connected
