is there anyway to get a Antivirus and program to scan something before downloading it to make sure what i'm downloading is safe and doesnt contain anything bad.

No, that would mean you'd have to scan it on the server it's on, you can't do that with an AV program on your own computer. Just make sure you scan after you downloaded and before you execute/open it. Also make sure you download from a reliable (official) source if possible.
