What's the difference? If I mark a newly-made emotion sound as a public, does it get displayed somewhere or what..

If public the sound you uploaded may appear when selecting "New random sound" so other people can add and use it. Private sounds will not, so you can keep those between you and whichever contact(s) you choose (and whomever your contacts choose to share it with).

- Open a conversation window
- Click on the Plus! sound icond
- Be sure you selected one of the 5 sound categories in the dropdown on the upper-left corner
- Click "New random sound..."
