I think as long as it's made clear they are not Official skins and not affiliated with the company in any way, it's ok. Usually companies don't mind as it's free advertising to them; they only get annoyed if it portrays a bad image

I completely updated my skin "Messenger Plus! Live" to version 1.5
What is new in version 1.5:

• Completely new design
  
• Over 40 options to customize your Messenger

• New buddy images

1) If it is complete, why isn't it released yet?
2) use an image host and the img tags instead of using up two pids with attatchments.
