I don't know yet when the contest will be organised but I'd say it will be sometimes during summer. Of course, existing skins will be able to compete simply by submitting a small update (to show you're alive and interested in the contest) so you can start working on your own creations now!
Many tutorials can be found on this forum already and they'll soon be better organised in the skin database itself.

EDIT: I'm guessing it'll be categorized (Minimalistic, OS Integration, Shaped etc)..
