O.P. Notifications: new chat opened with a nudge does not trigger

Steps to reproduce:
Create an events notification for the event "a new one-to-one chat has been started" (can be for any contact, or all)
When a contact opens a new conversation by sending a nudge, the created event does not trigger

Confirmed

Windows Vista Ultimate x64 Service Pack 1, v.744 (6.0.6001)
Windows Live Messenger 9.0.1407
Messenger Plus! Live 4.60.0.324

edit: I also set it to "Delete after first occurrence", it only deleted after I got a non-nudge to start it
