O.P. Couple problems with Windows
Hey,
First problem is that when I right click on something, choose Open With > Choose Program, when I click on Choose Program, instead of it coming up with a list of programs to open it with, it opens it in Notepad. This happens with anything: programs, pictures, etc.
The second problem is that somehow the icon for a html file has changed to the same as an .exe program file. I've tried using Tweak UI to Rebuild Icons but it stays the same.

for the second problem you could open up a windows explorer (e.g. My Computer)
and under Tools you click Folder options
then go to the File Types tab and search for .html

I went there. html and htm are selected to open in firefox. Tried selecting IE but still had the same icon.

Thanks I'll try now.
Edit: Tried everything. "sfc /scannow" didn't fix it. Had to reinstall graphics drivers after doing so.
Tried the registry file on that site (and after restart), didn't work. Scanned computer with RegCure, didn't find any 'File Association' problems, but I got the registered version of the program and fixed everything but still didn't fix the problem. Already tried the Folder Options way, as suggested by roflmao456.
Edit2: Woo! Fixed problem #1. First Google result, haha.

Try roflmao456's suggestion, then do this:
Click the Advanced button, then Choose Icon.
Open iexplore.exe or firefox.exe (C:\Program Files\Internet Explorer or C:\Program Files\Mozilla Firefox) and choose the html file icon in them.

Hmm. Well, when I first try and change the icon I get this error (just thought I'd include it in case)
Then when I press OK and try and change it, I select the right one, press OK on each of the boxes and it doesn't change, as shown in screenshot:
Thanks for the idea though.

If you're comfortable with using the registry, try:
HKCU\htmlfile\DefaultIcon\
And change the value data to C:\Program Files\Mozilla Firefox\firefox.exe, 0
EDIT: I'm pretty sure negative resource IDs are strings...use 0 for the icon instead.
