How can I see symbols and characters? I can't see them like in this pic:

No, in fact it is actually caused by the lack of those characters on the system.

(This may or may not work)
Go to Control Panel -> Regional and Language Options -> Advanced and tick all the boxes in the Code page conversion tables. Remember which ones you ticked so that you can return it to its original state if necessary.

You might want to update to 8.5 anyway, 8.1 is a really old build :/

hey i had this before on another computer, it appeared to be wherever people were using ascii images.
