Doing a complete reformat will allow for this as nimicitor said, however if you install a Dual-Boot with Windows Vista you will run into issues with it overwriting the boot.ini file and removing Windows Vista as, a bootable option meaning you would have to fix that file. But if your only completely reformatting then no real issue.

Installing Widows XP over Vista will remove Vista's bootloader and you will be unable to boot into Vista. However, you can reinstall the Vista bootloader by using EasyBCD
