look i need someone to tell me how to unlock the file to be able to make some skins like it says if you have internet explorer 7. thnx tell me asap.

Anyhow, you don't need anything to make a skin (in fact, only being able to create and rename a .zip file and have a text editor - even notepad works =P), only reading the documentation, that can be found online: Docs
