okay so, everything's installed. but, the program seems to be blocked ?

how do i unblock it.

That's just the icon Messenger Plus! uses for the uninstaller. Nothing is blocked.

When you sign in to Live Messenger, do you see the Messenger Plus! icon here?
Finish the problem

Provided you have already checked the following thread:

Messenger Plus! Live Disappears after restart

Can you post a full screenshot of your Programs & Features as there may be a program you have which is incompatible with Messenger Plus! Live that we aren't yet aware of.
