As you have said MSN cannot access your contact list, it could mean different things, but we can't be certain without more information. Are you trying to log into MSN (unlikely), MSN Messenger (version 7.0 +) or WLM Messenger (version 8.0 - 2009)?
Have you got a second account that you can try?
Have you tried from another location?
Can you log in with that account to a web-based messenger?
