An animated GIF can be a larger size than a normal emoticon.
If you make an animated GIF with the same image twice, it will appear as a still image, but let you have the larger size that you want

I don't understand what part you're having trouble with, especially if you specialise in Flash and Photoshop.
Import your image, add a second frame to the timeline, on the second frame have your image again. When you save this as an animated gif the file will be flipping between two frames of the same image(therefore looking static to you)
When you import a gif file into WLM, it allows a larger size of 50x50px (because generally animated images are pretty hard to see at 19x19px).
That's all there is to it.

For it to look asthetically pleasing you need the picture to be the exact same on both frames. Not having different X coordinates...

everything is fine. its working
just 1 problem
i must do it as animation so it will work properly
like the image i posted in previous comment - it worked fine.
but if there is no animation and the image is still, when im saving the animation in flash and combining it in wlm its again become small like before

Because the program you use to save this "animated" GIF probably actually recognizes that both frames are exactly the same and thus it will convert it to a static image again automatically. Do not use Flash to create GIFs, that's a bad way if you want to make 'quality' or 'professionally created' GIFs.
Use a proper GIF editor where you can control what the output format will be and which doesn't try to be 'smart' behind your back. Of course, you need to know how the (animated) GIF format works in order to get the most out of it.
eg: GIF Construction Set Pro (not free, and not the best UI, but I haven't seen any GIF editor yet which let you control all the aspects of the GIF format like it does)
Also, do not add two identical frames to make it so called animated. That is really wasting space and bad practice!
Again with a decent Animated GIF editor, you only need to add the first frame as your 50x50 static image. The second frame is just a transparant 2 color (black/white), 1x1 pixel frame, located at the toplevel corner. This saves like 1Kb of space.

Or alternatively, make a 1px change to the second image that you'll never notice.

well about the quality u definitely right. the quality came out deplorable. about the second frame to make 1px less i did it. i tried 1 time to decrease 1px from the height and second time from width. both coming out as animation either way.
here is what came out
so u say GIF Construction is better gif editor from flash and will be more loseless animation. well i installed it but couldn't find how to add second frame. i tried via Block - Frame and saved and still the gif in wlm coming otu small as hell
