It's part of the Messenger Plus! promotion system. It is what keeps Plus! free while still being able to pay the people who work on it.

But you can turn it off:
  • Click on the Plus! icon [Image: button-cl-MsgPlus!-Logo--Messenger-Plus!...ALL%5D.png]
  • Go to 'Preferences & Options' -> 'Customize!' -> 'General'
  • Uncheck 'Show me promotions associated with Messenger Plus!'
  • Click 'OK' to save, and restart Messenger.
Finish the problem
