This is not that easy to disable completely I think, at least not for scripts.

You can control the flashing of a taskbar button which you created yourself by sending some special Windows Messages to the taskbar button in question. But this means that the button isn't flashing at first.

But it is not that strait-forward to control (aka disable) the flashing of an existing taskbar button which is already flashing. A script can not control something which doesn't exist yet. So, it first has to wait until there is actually a flashing taskbar button before it can disable the flashing for only that button. In other words, I'm not sure if you can completely disable the effect, per button, without a first flash.

What can be done is disabling the flashing in Windows alltogether though (by manipulating some Windows settings). But then you wont see flashing for other applications either.
