It could, yes, but usually takes more.
DNS records are usually cached at various places. DNS servers, ISPs, Routers, Local machines ... they can all cache DNS records and can't be controlled by the person who makes the change. On top of that there are factors like which registrar, TLD, and type of record you are dealing with.
For example: a changing a .nl takes a shitload longer than changing a .com
