Does this mean that our Plus chatlogs will somehow stop being accessible?

The discontinuation of the chat logs is for ONLINE logs for Messenger Plus! for Windows Live Messenger only. You can still access logs saved locally.

Regarding the PLE files, I am checking with developers (some are on vacation) and will get back to you in 2013 :-)
