Thanks for reporting this issue,

Some browser enabled applications select randomly a web camera from the computer. It happens that they select Messenger Plus! virtual Camera which has no video feed unless enabled by Messenger Plus! (for Skype).

To solve it you can either:

Select the physical camera in browser if possible instead of the MP! virtual camera

or

1 Start Messenger Plus!,
2. open Video Effects panel,
3. Start preview
