The should be others *FirstTime settings like LockFirstTime or something similar because when you lock Plus! it shows a first-time-dialog-question-whould-you-like? doesn't it? do you understand me? (too lazy to check it, again)
About the SchedulerToastDelay... i really wish Patchou add that setting to his page

Now the thing the matters is knowing how those settings (*FirstTime, ToastPopup*, SchedulerToastDelay, ...) works, which are their default values and which values the settings are between. I think we need Patchou's help in here.
