How to get that screen appear? It looks very very cool but I still think that just CTRL+[Up Errow] will be easiest, although this seems to have much more features.

But yo, usually you are not quoting something that was said half an hour ago, usually you're quoting only last 1-3 messages of your contact, so i think that it's best to include BOTH ways (that new advanced window and CTRL+[Up Eroow])
