Actualy the option to trigger this is
Main Messenger Window > Plus > Preferences > Notifications > Popup Defaults > "Enable Messenger Plus! Notifications when contacts sign-in"
But remember, to use this you need to uncheck
"Display alerts when contacts come online" in MSN Messenger options itself.
