Jesus, never ever had that many before! Maybe that 16 seconds is your processor taking a breather!
Nah im only messin, have you tried reinstalling windows over the top with all settings etc intact, usually does the job for me, like wen my start menu was taking over a minute to open , after the reinstall all was fine.
