No it doesn't. A ":" must be there, not a ";".
";" is used when two sentences are almost the same; if the second sentence gives an alternative or something slightly more specific to the first sentence. And when used, the second sentence begins without a capital letter...
":" is used when you want to sum up something...
Technically, only ":" is correct.... ";" would be wrong.
