You can already do that! 
- In the main Messenger window, menu Tools > Options > General tab > uncheck the 5th check box (the one that says show notifications when my contacts sign in.
- Click Ok, and go to Plus > Preferences > Notifications > Popup defaults, and select Enable Messenger Plus! notifications when contacts sign in.
- Click Ok and for each contact in your contact list you want to be notified when s/he signs in, right click on his/her name and select Messenger Plus! extras > Notifications.
- Choose to be notified every time and select the last box (signs in)
