Windows Update has to open in IE, as it works via an ActiveX control. IE is the only browser that supports ActiveX technology.

BTW, ActiveX is one of the reasons IE can be hijacked... earlier this week MS released a critical update for it that was related to the ability of an attacker to gain total control via ActiveX.
