You might try to rewire your modem or something (so the line isn't static anymore O_o). There are just so many things that could be wrong, varying from your modem, your ISP's modems, the in-house wiring, the telco wiring (and the "obstacles")... For now it just seems that you'll have to live with those low V.90 speeds...
