Make sure that the following option is checked:
Plus! > Preferences > Instant Messages > Commands & Tags > Allow the use of commands and tags
Also, tags must always be uppercased and enclosed in brackets. So it's not
!ver, but
(!VER) that you must use... For plugins this is just the same: not
!xthetag, but
(!XTHETAG)... (Plugin tags and commands always begin with
x).
