don't confuse "Deluxe Display Pictures" with "animated Display pictures". Although the Deluxe Display Pictures are also animated, it will proberly NOT be what you expect it to be:

The "Deluxe Display Pictures" are animated GIF's and they are shown in a seperate box. Think of them as avatars on a forum. The Pictures actually exist out of multiple small animated pictures to create a "character". You can choose in a list the animated picture for your head, body, legs, ... and together they form your "mood-character". All this is shown in a seperate box besides the normal static display picture that we know.
So you see, "Animated Display Pictures" are something people want. "Deluxe Display Pictures" (which are completely different) are the things you get with the Korean addon called PowerPlus.
All this integration is an "experiment" and PowerPlus is only available in Korean and is a payed service. Microsoft never said they would include it for every language, etc. In fact it is up to the company that made PowerPlus to translate their product, not up to Microsoft. And they never dismissed the idea also. They said they were gonna add it on a local basis, and they did.
But as said previously most people don't read the facts, but read what they wanted to read. So that's why the confusion and rumours started.
