Well, the reason is that IE is (sortof) already started when Explorer is started (Explorer is Windows' window manager, desktop and taskbar, in short). IE uses many parts of Explorer thus loading much faster.
Firefox runs quickly if you don't have extensions installed (obviusly).
Similar to MSIE, there is Konqueror from KDE desktop environments (Linux), that is used to browse files and internet, but is really good. it has things like the download speed on the statusbar no other browser (that I knew) has. It's also a good choice if you *escaped* from Windows.
I wonder if one could build Konqueror for Windows...
