Sorry to report that it is not a bug. It is the way the menu is coded. Cause what happens if they are offline but have a Mobile number there, if you disable Send Other when the contact is offline then you wont be able to send a message to a mobile device. I hope you get what I mean.
Contact Offline - No Mobile Number
--> No options available in Send Others
Contact Offline - With Mobile Number
--> Send Message to Mobil Device.
See they wont disable the entire menu because of that, this just disable the ones accordinly to the contact.
That could very well be. I don't think it would take a lot of effort or time to write a few extra codes to see if they have a Mobile Phone, then enable the menu to be expanded. I never would have thought of that.
