Yes, it's a part of the latest version of Plus! One way to use this feature is by right-clicking on your offline contact that you are trying to send the offline msg to, select "Messenger Plus! Extras" and from there, "Set Come-back Message..." (the last option in the list). Then the rest should be self-explanitory :-)
