THere may be a wrong configuration somewhere, but you have to give more information about these things:
Windows version (including service pack)
Firewalls in your PC (you have the one of norton, but also the winXP SP2 one?
Internet connection? (dial-up modem?, adsl modem? adsl router? (with firewall?))
Are you using UPnP?
Messenger version?
finally, can you start the convo?
Well, I'd suggest to check first the configuration of the firewall of norton. Then the config. of the firewall of Win XP SP2 (if applies), you can also check your router's fw and upnp, and you can also try to reinstall messenger.
