I'd just like to point out that Microsoft outsource alot of there work like that to other companies. As the sounds are just loops they could have easily purchased them through a stock sound exchange website and bought the licensing rights to them - or they could have contacted another company to do them then once again bought the rights to them.
Therefore, meaning it would be the responsibility of the company which the work was sourced to, or the company they bought them off.
The same applies for all of the photography on the Microsoft site, its all done by photographers and Microsoft buys them as "stock" images.
