you can use http://www.bootdisk.com (get the win 98 SE version). put a disk in disk drive, let the extractor do its job.

restart pc, put disk in. make sure your bios is configured to load the floppy drive BEFORE the HDD.

use any config you want, then type

code:
format c:

then hit Y and it'll be done
