Exactly. It depends not on what information is available, but how it's made available, and how people are allowed to use and access it.
In this case, you might not know that I gave a reputation vote to Test_User, who is a personal friend of mine. If there was a list of every vote I've given, you would know. Without the list, you would have to actually view Test_User's profile, and you may have never heard of him.
