they can be also 4 or 5 digits, but i think that depends on the digits theirselves, ie: a number like +34xxxx or +33xxxx has a 2 digits prefix, if it's +35xxxx or +37xxx it has 3 digits, +1xxxxx has 4 digits, etc....
so it can be easyly done in the mobile phone
