Check if you got remote assistance enabled: start > controlpanel > system > remote acces (tab)
If you previously uninstalled windows messenger, reinstall it. Remote assistance uses windows messenger api (from the info you gave it looks like either windows messenger isn't there at all or it got cripled somehow).
