The problem
might be the current troubles that the msn services have. But it also might be that your allow list is too full, like Ezra suggested.
So clean out your allow list.
You can do that in MSN Messenger itself: Tools > Options > Privacy
Or by using a much more convenient tool like NoRoom's listcleaner:

note: the file that Ezra has posted is the old listcleaner version. The new version is a very big improvement above the old one.
