In the "Languages" folder there is a file called "index.txt" open that and add a new line like this:
filename.lng Language Name

Yes some features is out. But features like CE/DP Stealer and TabManager will be in ver. 2.1. You can see a screenshot of the new CE/DP Stealer here:
