Plus! doesn't do this. In fact, Plus! calls the ReceiveNotify function of every installed plugin, one by one. It is a plugin's resposibility to determine the NotifyCode. I believe that Plus! stops calling other plugins as long as one plugin returns TRUE in ReceiveNotify. That is, only one plugin works and reacts to the NotifyCode. Also, there seems to be no way to determine which plugin is called first.
