Yes. In simplest terms each person's MSN Messenger can only see what the other person's MSN Messenger wants it to see.
If the original person's MSN Messenger (the contact you wish to see what is typing) doesn't send the information (it doesn't send what the person is typing) you won't be able to see what they're typing.
If both contacts had a tool that allowed this, it would be possible.
