This may be simple but you are running Windows 2000 + right?

Try downloading from the link provided by GilgaMesh which should work if not you could use something like Ink Redistributables

Required for ink messaging: Windows 2000/XP

By installing this package, you will enable ink messages (send your handwriting instead of regular text messages) by default in MSN Messenger 7
