yea, click Start, Run and type
code:
regsvr32 "c:\program files\messenger plus! 3\plugins\yourdll.dll"
but change the path to the correct path for your system
SoundPacks   -   Scripts   -   Skins

that's not a bug, thats an unexpected feature
