This problem happens mostly when GIFs are created with frametimeouts smaller then 10ms. Many (not-experienced or lazy) people create GIFs and don't bother to set the timeouts to a decent value. They set it to 0 or anything up to 10ms and think it will play with that speed they see in their browsers.
However, many browsers have a different way of showing GIFs then stand-alone animating programs and often can't show GIFs faster then +10ms. This means anything below 10ms will be shown as a 10ms delay (or whatever the treshold is for the browser's GIF engine). This can of course be influenced by cache settings or display settings or what not, depending on the browser. Some time ago, browsers were even influenced by your download speed because they constantly redownloaded the image while looping the animation (this is fixed now in every browser)...
