What is your actual connection speed directly from your ISP? (Like 3MBps etc)
Trying going to:
http://performance.toast.net/ and run a speed test? If your connection is considerable low then make sure that no other PC is using like a BitTorrent client or any P2P programs because that can cause leg across the entire network affecting every computers connection rate.
If the speed test shows a low connection run the same test on another PC in your home to see what it says. If its fine then on your laptop clear your temporary internet files, use adware programs to clean up your system, and also check how many processes in which you are running. (CTRL+ALT+DEL either count them or in the bottom left it will say).
