no it isn't... (also the sshots proof nothing). It isn't because it is from Mircosoft and because a minimum version is installed by default that it is a part of Windows itself. It can be uninstalled and removed completely at any times although MS doesn't want you to do. Windows does not need it to function (unlike the MSIE-engine) and it isn't part of Windows itself.
And many people do uninstall it completely... hence it is tricky to design something which depends on it (although not impossible of course).
